Baguio Flower Festival 2025: Over 1,400 Police Officers Deployed for Security

BAGUIO CITY – The Baguio City Police Office (BCPO) announced that at least 1,400 police officers will be deployed to secure the 2025 Baguio Flower Festival, also known as Panagbenga, particularly during the grand parades on February 22 and 23.


Col. Ruel Tagel, the city police director, stated that both uniformed and plain-clothes officers will be stationed in various locations to ensure the safety of the parades and the city overall. Around 1,402 police personnel will be deployed by the BCPO, supported by additional personnel from the Police Regional Office Cordillera Administrative Region (PROCAR) and other force multipliers.

Apart from securing the parade routes and the central business district (CBD), police officers will conduct roving operations in the villages. Tagel emphasized the importance of residents locking their homes securely, as thieves might take advantage of the situation with many houses left unattended during the festival.


Traffic plans have been put in place, and the BCPO is coordinating with officials from different public schools to use their grounds as parking areas for the influx of tourists expected to attend the festival. Panagbenga will kick off with a parade on February 1, and various activities are scheduled until the first weekend of March.
