DOT and PHOA Unveil Strategic Plan to Elevate Philippine Hotel Industry Standards

The Department of Tourism (DOT), in partnership with the Philippine Hotel Owners Association (PHOA), launched the Philippine Hotel Industry Strategic Action Plan (PHISAP) 2023-2028 on October 16 at The Westin Manila, Mandaluyong City. This initiative is set to significantly enhance the country’s hospitality sector by raising hotel standards and boosting global competitiveness.


During her welcome remarks, DOT Undersecretary Verna Buensuceso called on attendees to support PHISAP’s successful implementation, highlighting its role in positioning the Philippine hotel industry as a model of excellence, inclusivity, innovation, and sustainability. The plan aligns with DOT’s vision of transforming the Philippines into a tourism powerhouse in Asia.

DOT Secretary Christina Frasco and PHOA President Arthur Lopez will lead a Pledge of Commitment to reinforce the plan's objectives. PHISAP serves as a comprehensive roadmap, addressing the infrastructure needs of the hotel sector and aligning it with DOT’s National Accommodation Standards (NAS), which includes the country’s star-rating system for accommodations.

The rollout aims to gather industry feedback, foster collaboration among stakeholders, and drive growth in the tourism and accommodation sectors. Leaders from DOT, government agencies, hotel associations, and industry representatives attended the event in full support.
