DOT: Japan’s Lowering of Travel Advisory Highlights Mindanao’s Safety for Tourists


MANILA – The Department of Tourism (DOT) welcomed Japan’s decision to lower travel advisory levels for parts of Mindanao, affirming the region’s status as a safe and viable destination for tourists.


The Japanese Foreign Ministry revised its travel warnings for several areas in Mindanao, effective December 19, downgrading them as follows:


From Level 2 to Level 1:

  • Davao Region: Including Davao Oriental, Davao de Oro, Davao del Norte, Davao del Sur, and Davao Occidental.

  • Caraga Region: Surigao City.

  • Northern Mindanao: Misamis Oriental, including Cagayan de Oro City, Jasaan, Villanueva, Tagoloan, and Siargao Islands.


From Level 3 to Level 2:

Eastern parts of Sarangani Province: Malungon, Alabel, Malapatan, and Glan.

Areas such as western Sarangani (Maitum, Kiamba, and Maasim) remain under Level 3, while other cities like Mati, Tagum, Samal, Davao, and Digos have long been categorized as Level


Enhanced Safety and Opportunities

Under Japan’s travel advisory system:


Level 1: Travelers are advised to take extra care.

Level 2: Non-essential and non-urgent travel is discouraged.

Level 3: Travel is advised against at any time.


Tourism Secretary Christina Frasco lauded the Japanese government’s decision, emphasizing that it reflects improved safety in Mindanao and bolsters efforts to showcase the Philippines' lesser-known destinations.


“This is a significant move that attests to the improved safety and security in the region. It bolsters tourism not only in the usual destinations but, most importantly, in the emerging and lesser-known ones,” she stated.


Frasco added that the move underscores the administration's commitment to promoting inclusivity and equal growth opportunities across Luzon, Visayas, and Mindanao.


Spotlight on Mindanao’s Attractions

With its gastronomy, cultural heritage, beaches, and surfing destinations, Mindanao is poised to attract more local and international tourists. The DOT is intensifying efforts to promote areas like:


Davao: Known for its food, eco-tourism, and cultural experiences.

Siargao Island: Famous for its surfing, pristine beaches, and natural beauty.

Northern Mindanao: A favorite among Japanese tourists for activities like golfing, swimming, diving, and birdwatching.


Japan’s Contribution to Philippine Tourism

As of December 28, 2024, Japan ranks as the third-largest source of international tourists in the Philippines, with 378,935 visitors.


The DOT expressed hope that Japan’s move would encourage other nations to reevaluate their travel advisories and support the Philippines' ongoing efforts to position Mindanao as a premier global destination.
